In 1922, Haruji Matsue (In the Black Coat), together with other officials of the newly formed Nanyo
Kohatsu Kaisha (NKK), celebrated the company's dedication of its new suger industry on Saipan.
Earlier attempts by others had failed, but Matsue would bring prosperity to his company and the island(s).
NKK is the company that would eventually build the Sugar Mill and infrastructure needed to support it on Rota.
